My point is the complex Byzantine rules regarding residence and hockey history is causing the issues Radius. Population . Dozens of questionable players every year Teams within radius of cities have big advantage as 75% of the population of Sask lives from Regina to Saskatoon corridor . Rural depopulation leaves small towns at a disadvantage
It’s hard to track where a player lives now or has lived. But their hockey history is easy to trace
If you didn’t play minor hockey in a town and don’t live there then you are an import

What he’s done in the last 15 years is irrelevant. If he played his last minor hockey game while living in Wynyard, Wadena can use that population. As long as they stay under a combined 5000 in population, they are following the rules.
